Reserve of Accountant Officers, consisting of not more than 200 Assistant Paymasters, established as a branch of the Royal Naval Reserve. Pay, &c.

Whereas by an Order in Council of Her late Majesty bearing date the 7th August 1894, provision was made for the entry and employment in Your Majesty's Fleet of Temporary Assistant Paymasters in time of War or Emergency.

And whereas we consider it desirable to extend the provisions of that Order in Council so as to establish a Reserve of Accountant Officers permanently as a branch of the Royal Naval Reserve.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the establishment of an Accountant Branch of the Royal Naval Reserve to consist of not more than 200 Assistant Paymasters, under the Regulations set forth in the subjoined Schedule.

Assistant Paymasters, Royal Naval Reserve.

Pending final qualification for a Commission, Officers to be designated Acting Assistant Paymasters, Royal Naval Reserve.

Candidates for provisional entry as Acting Assistant Paymaster to be selected principally from Gentlemen employed in Banks and in Accountant and Insurance Offices, under such, rules, as to entry and training in evening classes and afloat as we may deem desirable, subject to the condition that the period of training of any one candidate afloat shall not exceed a month in any year. These arrangements for training to be extended to the Officers after obtaining their Commissions as may be found convenient.

Acting Assistant Paymasters and Assistant Paymasters to be repaid actual reasonable travelling expenses during attendance at evening classes, and on joining and returning from Ships, and while training afloat, to be allowed pay at the rate of Ten shillings a day.

Assistant Paymasters, Royal Naval Reserve, to receive an Equipment allowance of Thirty pounds, pay at the rate of Ten shillings a day, and to have the advantage of the general regulations as to Charge Pay. Compensation for Injuries, Widows' Pensions, and Compassionate Allowances to children to be under the Regulations and on the scales applicable to Assistant Paymasters, Royal Navy, of six years' seniority.

Assistant Paymasters, Royal Naval Reserve, to rank with but after Assistant Paymasters, Royal Navy.

The age for compulsory retirement of Assistant Paymasters. Royal Naval Reserve, from the Active List to be 40.

The age after which voluntary retirement may be allowed at our discretion to be 35. Officers who are physically unfit for service to be retired from the Active List at any age. Officers who leave the Active List for any reason before the completion of ten years' service to be under the liability of having to resign their commissions.

Assistant Paymasters, Royal Naval Reserve, placed on the Retired List, to be granted a step in rank at our discretion.

Except in time of emergency, Assistant Paymasters, Royal Naval Reserve, to be permitted to resign their Commissions at our discretion. Officers to be liable to forfeiture of their Commissions should we have no further need of their services or for misconduct or incompetence.

We further beg leave to recommend that the provisions of Order in Council of the 24 March 1902, authorising the entry of Temporary Assistant Paymasters in Emergency, may be repealed.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
