Grant of a Step in Rank to Staff Paymasters and Paymasters on the Retired List except when retired for misconduct.

Whereas by Order in Council of Her late Majesty bearing date the 17 February 1886 the ranks of Fleet Paymaster and Staff Paymaster were established for Officers of the Accountant Branch of Your Majesty's Naval Service, the rank of Fleet Paymaster to be held by Officers with 12 years' seniority as Staff Paymaster and Paymaster combined, and the rank of Staff Paymaster to be held by Officers with six years' seniority as Paymaster :

And whereas by Your Majesty's Order in Council of the 9 October 1903, Staff Paymaster may be promoted to Fleet Paymaster on attaining four years' seniority as Staff Paymaster, and Paymasters may be promoted to Staff Paymaster on attaining four years' seniority as Paymaster, such earlier advancement to be in every case at our discretion :

And whereas in neither of the aforesaid Orders in Council is there any specific authority for granting increased rank on the retired list to Officers retired from the ranks of Staff Paymaster and Paymaster respectively :

And whereas advancements on the retired list have been from time to time made as though the provisions of the Order in Council of the 17th February 1886 applied to retired Officers as well as to Officers on the active list :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us at our discretion to grant one step in rank to Staff Paymasters and Paymasters retired from those ranks for any cause except that of misconduct, such advancement to take effect from a date to be determined by us in each case, provided that the Officer does not thereby obtain improvement in rank sooner than he would have done if he had remained on the active list :

We would further beg leave humbly to recommend that Your Majesty may be graciously pleased to confirm the advancements which have already been made as above mentioned, and that this confirmation may be attended to the cases of Engineer Officers who have been similarly advanced to the rank of Fleet Engineer after retirement :

No additional expense is involved in these proposals.
