Whereas by an Order in Council of Her late Majesty bearing date the 17 May 1888 provision was made for the payment of an allowance of One Shilling and Sixpence a day to Warrant Officers serving in Gunboats or other small vessels when obliged to join the Ward Room Mess :
And whereas we are of opinion that this allowance should be granted also to Commissioned Officers promoted from Warrant rank under Your Majesty's Order in Council of 28th March 1903 :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the payment of an allowance of One Shilling and Sixpence a day to Commissioned Officers promoted from Warrant rank under the aforesaid Order in Council in all cases where it is desirable that they should join a Ward Room Mess.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
