Whereas we are of opinion that, in view of the conditions under which the Flag Captain at Devonport is employed, it is desirable that he should be granted an allowance of �125 a year in lieu of the Naval Domestics to whose services he is entitled.

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction payment accordingly as from the 1st January 1904.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
