Temporary leave to England of Officers serving abroad to count as "Service in a Ship of War at Sea," at Admiralty discretion

Whereas under existing regulations Officers of Your Majesty's Navy serving abroad who are permitted to proceed on temporary leave to England are not allowed to count the period of leave as "Service in a Ship of War at Sea" :

And whereas we are of opinion that subject to certain conditions such temporary leave should count as "Service in a Ship of War at Sea" :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve the establishment of a rule that Officers serving abroad who are hereafter granted temporary leave of absence in order to proceed to the United Kingdom may be allowed, at our discretion, to count such period of leave on full pay (within the maximum of the Foreign Service Full Pay Leave in each individual case) as "Service in a Ship of War at Sea."

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal,
