Grant of Pay and Allowances to Naval Volunteer Officers while under Training

Whereas Officers of Your Majesty's Navy while undergoing Courses of Instruction are entitled to certain rates of pay and allowances :
And whereas we consider it desirable that Officers of Your Majesty's Naval Volunteer Reserve should similarly receive remuneration while undergoing Courses of Instruction :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the grant, as from the 1st April 1904, to Naval Volunteer Officers while under training of the rates of pay, lodging, provision, and subsistence (while travelling, &c.) allowances attaching to their relative rank in the Royal Navy ; with repayment of travelling expenses in proceeding from the Head Quarters of their Division to the Port at which they attend for training, and in returning to their Head Quarters.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
