Whereas by Your Majesty's Order in Council of the 8th December 1903, Your Majesty was pleased to approve of Civil Employment as defined by Her late Majesty's Order in Council, bearing date the 22 February 1870, being treated in the case of Officers of the Military Branch of Your Majesty's Navy as service to prevent compulsory retirement.
And whereas we are of opinion that a similar rule as regards Civil Employment should be applied to Officers of other Branches of the Naval Service.
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve of Civil Employment as defined in the Order in Council of the 22 February 1870, Section 7, paragraph 3, and Section 5, paragraph 9, being regarded as Service to prevent compulsory retirement in the case of Officers of all Branches of Your Majesty's Navy.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
