Revision of Payments for the Discharge by Purchase of Men and Boys from the R.N. and R.M. Free discharge in certain cases. Conditions as to re-entry amended

Whereas Her late Majesty by Her Orders in Council bearing date the 4 March 1884 and the 29 June 1896 was graciously pleased to approve of a scale of payments to be made by men and boys of Your Majesty's Navy and Marines who were desirous of obtaining their discharge from Your Majesty's Service :

And whereas we consider it desirable that this scale of payments should be revised :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals : �

That the scale of payments for the discharge of men and boys from the Royal Navy and Royal Marines shall be as set forth in the subjoined Schedule.

That without derogating from the powers already possessed by the Admiralty for the discharge of men from the Service, Naval Ratings and Marines who have completed at least four years� service from the age of 18 be allowed in limited numbers at our discretion free discharge upon the condition that they join the Royal Fleet Reserve.

That Naval Ratings who may re-enter the Navy with less than four years* service and Marines who may purchase their discharge and subsequently enter the Royal Navy shall be treated as new entries so far as Clothing and Bedding gratuities are concerned ; and that men with over four years' service (except those discharged free after 16 years) re-entering shall receive the lesser gratuities to which they would be entitled on re-engaging after completing their first continuous service engagements :

That men who may rejoin the Royal Navy or Royal Marines within two years of discharge therefrom and who may have already received a repayment of one-third of the purchase money on enrolment in the Royal Fleet Reserve shall be paid the difference between one-third and one-half of the purchase money.

These Regulations to take effect from the date of Your Majesty's Order in Council, except that in the case of men who apply for discharge before 1 July 1905 the amount required by the old scale may be accepted.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

  1. Marines under 18 years of age and Boys 20
  2. Men over 18 years of age �  
    (i) With less than 4 years� service in receipt of pay from age of 18 - 24 24
    (ii) After 4 years' service from age of 18 18
    (iii) After 6 years' service from age of 18 12
    (iv) After 16 years' service from age of 18 Free
(c)

Boy Artificers after three months from date of entry, or Engine Room Artificers trained from Boy, under 4 years' service from date of being rated Acting Engine Room Artificer 4th Class
