Payment of Allotments — Certificate of Identity dispensed with

Whereas by Orders in Council of Her late Majesty, bearing date the 5 December 1865, and the 28 March 1868, it is laid down that payment of Allotments, &c. of pay from Officers and men of Your Majesty's Naval Service may not be made until the Allottee's identity has been certified by a Magistrate or Minister of Religion or other specified authority :
And whereas we consider that in the interests of Your Majesty's Fleet a Certificate of Identity should no longer be required :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to cancel the said Order in Council of the 28th March 1868, and so much of the said Order in Council of the 5th December 1865, as directs that Certificates of Identity shall be required.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal
