Temporary vacancies for Secretaries to Commodores First Class or Flag Officers — All Assistant Paymasters to be eligible, and to receive pay as Acting Paymasters

Whereas by the Regulations for the Government of Your Majesty's Naval Service it is provided that to qualify an Officer to receive an appointment as Secretary to a Flag Officer or Commodore of the First Class he must be on the list of Secretaries, Paymasters-in-Chief, Fleet or Staff Paymasters, or Paymasters, or in the case of a Commodore First Class or a Flag Officer, not being a Commander-in-Chief, must be an Assistant Paymaster of four years' seniority.

And whereas we consider it desirable that, where a temporary vacancy for a Secretary to a Commodore First Class or a Flag Officer (whether a Commander-in-Chief or otherwise) exists, an Assistant Paymaster of whatever seniority should be eligible to be appointed as Acting Secretary, and to draw the pay of such appointment.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction as from the 1 October 1904 the grant of pay as Acting Secretary to Assistant Paymasters when appointed under the conditions aforesaid.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
