Creation of Office of Inspector of Target Practice — Pay, &c.

Whereas we have had under our consideration the desirability of ensuring a uniform high standard of Gunnery proficiency in the Royal Navy :
And whereas we are of opinion that this end will be best attained by the appointment of an Inspecting Officer of rank who would for this purpose co-operate with the Senior Officers concerned in arriving at and maintaining such a systematic form of training and practice in shooting as will ensure gunnery efficiency being kept at the highest possible standard, and the best value being obtained for the money annually expended for this purpose :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the creation of the Office of "Inspector of Target Practice," with consolidated pay of £1,000 per annum if the Officer appointed be a Captain and of £1,500 per annum if of flag rank, together with the subsistence allowance of his rank during the time he is absent from Portsmouth and is compelled to reside on shore on the public service.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
