Rules governing Continuous Service Seamen and Stokers to apply to Non-Continuous Service Men at the discretion of Admiralty

Whereas we consider it expedient that Seamen and Stokers serving in Your Majesty's Navy, on the condition of combined service in the Royal Navy and Royal Fleet Reserve (generally termed Non-continuous Service Men) should, where not inconsistent with the terms of their engagement, be governed by the rules applicable to men serving on the conditions of Continuous Service.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us at our discretion to apply to such men the rules in question, and that they may be given a retrospective effect, if such should be necessary, as regards men already entered.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
