Whereas by an Order in Council of Her late Majesty bearing date the 7th February 1888, and by Your Majesty's Order in Council of the 15th June 1901, sanction was given to the payment of money prizes to encourage good shooting with light Q.F. guns in Your Majesty's Navy :
And whereas we are of opinion that the system of awarding such prizes in Torpedo Boat Destroyers is in need of revision, in order to fully meet the present requirements of Your Majesty's Navy :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the substitution of the allowance shown in the following schedule for that at present in force : —

Capitation allowance of 1s. 3d. per head per annum on complement.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in the proposal.
