Emergency Lieutenants — Admiralty authorised to grant, at discretion, the rank of Commander to Officers who fulfil certain conditions


Admiralty Order in Council No. 110a

11 July 1905.

A.

Whereas Your Majesty by Your Order in Council of the 13 May 1901 was graciously pleased to sanction the establishment of a list of emergency officers consisting of officers formerly in Your Majesty's Navy whose commissions have been restored to them :

And whereas in the said Order in Council it is laid down that the restoration or retention of commissions shall not carry promotion whilst officers are unemployed :

And whereas certain of these officers while on the active list were eligible for voluntary retirement, with the privilege of a step in rank at the age of forty years, but were not permitted to retire owing to the exigencies of Your Majesty's Naval Service ;

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us, at our discretion, to grant the rank of Commander to Lieutenants on the emergency list who fulfil the following conditions : —

  1. Were eligible for voluntary retirement when they resigned ;
  2. Had qualified for promotion before resignation ;
  3. Are of 40 years of age.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
