Whereas by the Regulations for the government of Your Majesty's Naval Service it is provided that Naval Cadets after leaving the Cadets' Training Ships shall be rated Midshipmen on dates varying according to their proficiency while in the Training Ships :
And whereas we consider it desirable that we should have power to determine the entry service and advancement of junior Executive Officers by such limits of age or conditions of service as we may think fit.
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve of the entry service and advancement of junior Executive Officers being regulated by us accordingly, subject to the concurrence of the Lords Commissioners of Your Majesty's Treasury being obtained when necessary.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
