Naval and Marine Officers studying Japanese Language — Lodging and Provision Allowances and payment of passage expenses to Tokio and home

Whereas by Your Majesty's Order in Council of the 7th March 1904, Your Majesty was pleased to approve of certain regulations affecting Officers of Your Majesty's Navy and Royal Marines studying Foreign Languages abroad :

And whereas we are of opinion that further provision should be made to encourage Naval Officers to acquire a knowledge of the Japanese language :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the payment of the prescribed Naval rates of Lodging and Provision allowances to Naval and Marine Officers studying in Japan, in addition to the full pay of their rank and also the payment of passage expenses out to Tokio and home, as may be necessary.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
