Whereas by Your Majesty's Order in Council bearing date the 16 February 1903, Your Majesty was graciously pleased to authorise the employment in connection with Your Majesty's Fleet on any Station abroad of an Officer of the Royal Navy or Royal Marines as Intelligence Officer, with an allowance of 6s. 0d. a day :
And whereas we consider it desirable that this rate of pay should be extended to any Officer who is employed as Intelligence Officer in an independent position on shore :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us to grant, at our discretion, to any Officer of the Royal Navy or Royal Marines employed as Intelligence Officer in an independent position on shore, the rate of pay now allowed to Officers similarly employed afloat, viz., 6s. 0d. a day.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
