Gratuities for Clothing to Men Re-entered in R.N. within five years of discharge (if discharged under certain conditions), and to Men transferred to other ratings.
Also to Men of R.M. transferred to Signal Ratings in R.N.

Whereas we have had under consideration the conditions under which gratuities for clothing are granted to men on re- entry in Your Majesty's Navy within five years of discharge from the Active Service (other than discharge by purchase and Continuous Service engagement expired), and to men who are transferred to another rating.

And whereas we are of opinion that such men should receive some assistance towards the cost of their kit.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us to award, in each case of re-entry or transfer, the whole or part of the full gratuities granted to men on first entry, at our discretion, without prejudice, however, to the claims of these men to receive, at the proper time, the gratuities payable on re-engaging to complete time for pension.

We further beg leave to recommend that men of Your Majesty's Royal Marines who may be transferred to Signal ratings in the Royal Navy shall be allowed the same Gratuity for Clothing as if transferred to Seamen or Stoker Classes.

The Lords Commissioner of Your Majesty's Treasury have signified their concurrence in these proposals.
