Whereas we have had under our consideration the organisation and training of the Engine Room Ratings of Your Majesty's Fleet.

And whereas we consider it desirable to make certain alterations in the training, advancement, and rates of pay of those Ratings.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the changes set forth in the accompanying Schedule to be introduced gradually under such arrangements as we may direct.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Schedule.

The rating of Leading Stoker 2nd Class to be abolished, and a rating of Leading Stoker equivalent to Leading Seaman to be established in its place.

The title of Leading Stoker 1st Class to be changed to Stoker Petty Officer.

The non-substantive ratings of Trained Man (Stoker) and Stoker Mechanic to be abolished.

The rates of pay of the Stoker and Mechanician Class to be revised as in die following Table : —
