Whereas Your Majesty has been graciously pleased from time to time by Your Orders in Council to sanction existing regulations for Officers of the Royal Naval Reserve :
And whereas we consider it desirable to make certain changes in the system under which Executive Officers of the Reserve undergo annual drill and training :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve of the existing system of annual drill of Executive Officers of the Royal Naval Reserve being amended and replaced gradually as may be found convenient by a method of training in effective ships of war in commission, as shown in the accompanying Schedule.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Training of Executive Officers of the Royal Naval Reserve.
Periods of Training :
| (i) For the first three years of service in the Royal Naval Reserve Officers to undergo 28 days� training in each year |
Or until a Test Certificate is obtained. |
| (ii) Subsequently Officers to undergo 28 days' training every alternate year, or, at their option, 14 days every year. |
| (iii) Officers who obtain Test Certificates to be required to do only 14 days' training every alternate year, provided that during this period they re-qualify for the Test Certificate. But if they fail to requalify, they will be required to complete drill in accordance with clause (ii) until a Test Certificate is again obtained. |
In the case of an Officer holding a Test Certificate who produces satisfactory proof that it is not possible for him to attend during the whole of the 14 days' course owing to reasons of an imperative nature, the period of 14 days may be reduced to a minimum of seven days, provided the Officer re-qualifies for a Test Certificate during the shorter period.
Officers who fail to obtain a Test Certificate within six years of entry, or who fail to re-qualify for a Test Certificate during six years, to be liable to removal from the list.
Arrears of Training.
Officers who are in arrears of training owing to the exigencies of their employment to be permitted to make good one year's arrears under certain conditions.
Pay, &c., during training.
Officers to live on board H.M. Ships when undergoing training, to be allowed Naval Victualling, and to receive pay at the rates allowed for voluntary service in the Royal Navy, viz.: �

Travelling expenses to be granted to Officers attending on board effective ships in commission for training under the same conditions as they are now granted to Officers attending short courses of Gunnery and Torpedo, subject to the proviso that only two journeys will be paid for in any one year, viz., one journey at the commencement and one at the completion of training.
* Messing allowance is only to be payable for the period during which Officers pay mess subscriptions.
� To receive an additional 1s. a day messing allowance if they have to join the wardroom mess.
