Instruction of Officers in Foreign Languages — Regulations revised to enable payment to be made to Officers for the instruction of classes of Commissioned as well as Junior Officers

Whereas we have had under consideration the regulations laid down in Your Majesty's Order in Council of the 7th March 1904, for the encouragement of the study of Foreign Languages by Officers of Your Majesty's Naval Service, and whereas we are of opinion that it is desirable slightly to extend the scope of these regulations so as to enable payment to be made for the instruction in Classes of Commissioned as well as of Junior Officers.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us to revise clause 7 of these regulations in the following manner : —

7. Officers qualified for the instruction in foreign languages of Commissioned and Junior Officer on board Your Majesty's Ships to receive five shillings for each lesson (of one hour's duration), the number of lessons for which payment is made to any individual instructor not to exceed four a week.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
