Warrant Officers and Officers promoted from Warrant rank employed in the Pigeon Service — Scale of Allowances to

Whereas we have had under our consideration the emoluments of Warrant Officers and of Officers promoted therefrom when employed in the training of Homing Pigeons :

And whereas we are of opinion that Gunners and Officers promoted from that rank, detailed for this service, should receive an equivalent to the Gunnery Allowance of 1s. or 1s. 6d. a day (according to the class of certificate) of which, they would be in receipt if employed in the general service of Your Majesty's Navy :

And whereas such a payment would place the Officers in question on the same footing as Signal Boatswains who receive, when selected for the Pigeon Service, Signal Allowance of 1s. or 1s. 6d. a day according to class of certificate :

And whereas we are further of opinion that it should be open to us to award, at our discretion, a special allowance to Warrant Officers and Officers promoted therefrom who may be employed on the Pigeon Service but have no claim to an equivalent to Gunnery Allowance or to Signal Allowance :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals as regards Officers employed in the Pigeon Service :

  1. That Gunners and Officers promoted therefrom shall receive a special allowance of 1s, or 1s. 6d. a day according to their class of Gunnery Certificate.
  2. That the foregoing proposal shall take effect as from the 18th July 1904.
  3. That other Warrant Officers or Officers promoted therefrom who are not eligible for Gunnery Allowance or for Signal Allowance may, at our discretion, be awarded an allowance of 1s, a day if in our opinion the nature and importance of the duties are such as to justify such a grant.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
