Repayment of travelling expenses to Naval Volunteer Officers

Whereas under Section 3 of the Naval Forces Act, 1903, it is provided that any Volunteer Officer or man when training afloat or called out for actual service shall be deemed to be serving in Your Majesty's Naval or Marine Forces within the meaning of the Naval and Marine Pay and Pensions Act, 1865 :
And whereas Your Majesty was graciously pleased by Your Order in Council of the 14 November 1904 to sanction payment to Naval Volunteer Officers while under training of rates of pay and allowances attaching to Officers of Your Majesty's Navy of the same relative rank, together with the repayment of travelling expenses incurred by them in proceeding between the Head Quarters of their Division and the Port at which they attend for training :
And whereas we consider it desirable to modify and supplement the above provisions :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the grant; as from the 1 April 1906, of special rates of pay to Officers of the Royal Naval Volunteer Reserve of the following ranks when undergoing training afloat, viz. : �

the rate in the case of Midshipmen to apply also when they are called out for actual service, and the authority to be retrospective as regards Officers of that rank already embarked for training prior to the 1 April 1906. And we further beg leave to recommend that we may receive authority to repay travelling expenses to Naval Volunteer Officers of all ranks when proceeding from or to the Head Quarters of their Companies to the Port at which they attend for actual service or training afloat, instead of from or to the Head Quarters of their Divisions.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
