Whereas by Your Majesty's Order in Council of the 9th October 1903 a system of short service was instituted for Chaplains in Your Majesty's Navy :
And whereas we consider it desirable in the interests of Your Majesty's Navy to extend that system :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the existing regulations being extended as follows : —
- All Chaplains to be entered for a period not exceeding four years, their further employment in the Navy to be at our discretion.
- At the expiration of the period of four years on full pay, if a Chaplain is not retained by us a gratuity of £500 may be awarded to him.
- All Chaplains may be permitted — at our discretion — to withdraw from the Navy with gratuities calculated on the scale established by Your Majesty's Order in Council of the ninth October 1903, irrespective of their age on entry.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
