Special allowances to crews of certain ships to be manned by Australian and New Zealand men under the terms of the Naval Agreement, 1903

Whereas it is desirable to modify in certain respects the existing Regulations of Your Majesty's Navy and the Royal Naval Reserve so as to make them applicable as may be requisite to �

  1. the Officers of the Australasian Branch of the Royal Naval Reserve, and
  2. the crews of certain ships to be manned by Australian or New Zealand men under the terms of the Naval Agreement entered into in the year 1903 between Your Majesty's Government and the Governments of the Commonwealth of Australia and of New Zealand respectively, and to enable special payment to be made to these officers and men ;

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the allowances and gratuities as set forth below, the system of payment to be . determined by us in consultation with Your Majesty's Treasury : �

  1. Officers of the Reserve, when called out for actual service in the Royal Navy, may be granted the following equipment allowances : �
  2.  
    Lieutenants 50
    Sub-lieutenants 40

    When appointed for 12 months' training these officers are to receive half the above equipment allowances, but no further payment on account of equipment is to be made unless an officer who has received half the equipment allowance is called out for actual service, in which case he will receive the remaining half of the allowance. Sub-Lieutenants appointed Acting Lieutenants or promoted to Lieutenant while serving are to be entitled to the higher scale, but payments are to be so regulated as to ensure that the maximum amount receivable by an officer during his career will not exceed �50 in the case of Lieutenants and �40 in that of Sub-Lieutenants.

  3. The following special allowances may be paid to the crews of the ships specified in the Agreement in addition to the ordinary Imperial rates of pay (Continuous Service) and the Imperial allowances for badges and gunnery and torpedo qualifications : �
Boys, and all ratings under 18 years of age 1s. a day.
Ordinary Seamen, and Domestics over 18 years of age 2s. do
All other ratings, including Petty Officers 3s. do

Men forming these crews may also be credited on entry with a combined Clothing and Bedding Gratuity of �6, to be raised to a sum not exceeding �10 in cases where we consider an increased gratuity desirable.

We beg leave further to recommend that in regard to the travelling expenses of the Officers of the Reserve the general Regulations of Your Majesty's Navy and the Royal Naval Reserve be varied with the sanction of Your Majesty's Treasury to suit the circumstances of the Australasian Branch of the Reserve.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
