Foreign Periodicals for use in Study of Foreign Languages — Allowance for provision of, on board ships bearing Midshipmen

Whereas we have had under our consideration the present system of supplying foreign literature to the Ships of Your Majesty's Navy for the purpose of encouraging the study of foreign languages by the Junior Officers, which necessitates demands being forwarded to the Admiralty for approval and then transmitted to Your Majesty's Stationery Office.

And whereas we consider the supply of such literature could be obtained in a simpler and more convenient manner if the Commanding Officers of Your Majesty's Ships were authorised to make their own arrangements within certain limits.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction a sum not exceeding Five Pounds per annum being placed at the disposal of the Commanding Officer of each Ship bearing Midshipmen, for the provision of such current journals, magazines, and books as may be deemed desirable.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal
