Whereas by an Order in Council of Her late Majesty bearing date the 5th February 1870, a scale of commuted allowances was established to be paid to certain Officers of Your Majesty's Navy in lieu of the servants allowed to them at the public cost :
And whereas we are of opinion that we should have power to grant such commuted allowances to any Captain in whose case we may consider such composition to be desirable :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the grant at our discretion to any Captain in Your Majesty's Navy of a commuted allowance of �125 per annum in lieu of the servants to which he would otherwise be entitled, such commuted allowance being retrospective, in the case of the Inspecting Captain in charge of the Mechanical Training Establishments at Portsmouth, Chatham, and Devonport, to the date of the appointment of the Officer in question.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
