Allowance in lieu of Provisions to Commissioned Warrant Officers and Warrant Officers and Men of R.N., and Warrant Officers and Men of R.M. borne on ship's books, when on leave exceeding 48 hours

Whereas by Your Majesty's Order in Council of the 7th March 1904 the Warrant Officers and Men of Your Majesty's Royal Marines while serving on shore are granted a money allowance in lieu of their provisions when on leave.

And whereas the Warrant Officers and Men of Your Majesty's Navy and Marines borne on the books of Your Majesty's Ships receive neither provisions in kind nor any allowance when on long leave exceeding 48 hours in duration.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the payment of an allowance at the rate of eight pence and one halfpenny {8�d.) a day to the Commissioned Warrant Officers, Warrant Officers, and Men of the Royal Navy, and the Warrant Officers and Men of the Royal Marines borne on the books of Your Majesty's Ships when on leave exceeding 48 hours ; the grant of the allowance to take effect from the 1st October 1906. {which I would suggest that in time was what was to become known as Ration Allowance, which was later (1 Apr 1970 ? IIRC) replaced by Food and Accommodation charges, when emoluments were increased to a supposed reasonable level + 5% X-Factor, and when living ashore were charged for their food and accommodation, rather than the money . Ed.}

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
