Increase of Number of Annual Promotions of Lieutenants to Commanders.

Whereas Your Majesty was graciously pleased by Your Order in Council of 12th July, 1887, to sanction the promotion annually of 30 Lieutenants to be Commanders in Your Majesty's Fleet, until a total of 270 Commanders is reached.

And whereas it is found that 30 annual promotions are not sufficient to attain the desired increase of the Commanders� list.

We would, therefore, most humbly recommend that Your Majesty may be graciously pleased by Your Order in Council to empower us to promote annually 40 Lieutenants to the rank of Commander, until the list of Commanders is raised to 270 ; such 40 annual promotions to be made at such dates within the present and subsequent years as we may consider advisable.

Increase of the Establishment of Engineer Officers

Whereas by Your Majesty's Order in Council of the 15th day of March 1893, sanction was given to the increase of the establishment of Engineer Officers of Your Majesty's Navy ;

And whereas in consequence of the further proposed increase of the Fleet, we have had under our consideration the necessity for meeting the increased requirements ;

We, therefore, beg leave most humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following establishment of Engineer Officers from 1st April 1894, namely : -

Chief and other Inspectors of Machinery - 13
Fleet, Staff; and Chief Engineers - 270
Engineers and Assistant Engineers - 502

These numbers to be increased as follows from 1st April 1895 namely : -

Chief and other Inspectors of Machinery - 13

Number of Lieutenants and Sub-Lieutenants Royal Naval Reserve, Increased

Whereas by Your Majesty's Order in Council of the 20th March 1891, the numbers of Lieutenants and Sub-Lieutenants of the Royal Naval Reserve, were increased to 250 and 420 respectively.

And whereas we are of opinion that it is desirable to still further increase those numbers.

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the increase of the number of Lieutenants from 250 to 300, and the number of Sub- Lieutenants from 420 to 470.

The Lords Commissioners of Your Majesty's Treasury have concurred in this proposal.

Whereas by existing regulations the authorised numbers of :

And whereas we are of opinion that more officers of these ranks are required to meet the increased requirements of Your Majesty's fleet in view more especially of the introduction of a large number of Torpedo Boat destroyers and of the necessity of maintaining a number of Warrant Officers proportionate to the increasing number of Seamen. We beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us to increase the lists of these officer�s to the following numbers, viz : -

Chief Gunners and Chief Boatswains (exclusive of officers holding either rank in virtue of their appointments) - - - - - 36

Gunners and Boatswains - - - - - - 930

and that the proportion of Gunners to Boatswains shall, as at present, be regulated by us, as may in our opinion be best for the efficiency of Your Majesty's Ships by gradually increasing and decreasing relatively the number of advancements to each of the ranks named. Whereas by Your Majesty's Order in Council of the 2nd of February 1895 and the 8th of March 1895, the establishment of Chief Gunners, Chief Boatswains, Chief Carpenters was fixed at the following numbers : -

Whereas by Your Majesty's Order in Council of the 30th June 1890, the number of Accountant Officers (including Secretaries) was fixed at 205 Fleet Paymasters, Staff Paymasters, and Paymasters, and 265 Assistant Paymasters, Clerks, and Assistant Clerks.

And whereas we are of opinion that in consequence of the development of Your Majesty's Navy, these numbers are now inadequate for the requirements of the Fleet.

We beg leave to recommend that, to meet immediate necessities, Your Majesty may be graciously pleased by Your Order in Council to authorise us to increase the lists of Accountant Officers (including Secretaries) to the following numbers : -

Fleet Paymasters, Staff Paymasters, and Paymasters - 218
Assistant Paymasters, Clerks, and Assistant Clerks - 282

Number of Engineer Officers Increased

Whereas the Number of Engineer Officers authorised by Your Majesty's Order in Council of 30th April, 1894, to be borne on the Active List of the Navy is no longer adequate to meet the requirements of the Fleet in consequence of its gradual and continued increase ;

And whereas we are of opinion that the future requirements of the Fleet should be provided for, temporarily, by the addition of fifty Engineer Officers, of Commissioned rank, to the Active List; and by the introduction of a new class of Engineer Warrant Officers, whereby promotion will be afforded to deserving Engine-Room Artificers of long and meritorious service ;

We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the number of Engineer Officers on the Active List of the Navy being fixed at 950, viz : �

We beg leave to recommend that to meet the requirements of the immediate future Your Majesty may be graciously pleased by Your Order in Council to authorise us to increase the list of Accountant Officers (including Secretaries) to the following numbers, viz. : -

Engineer Officers, R.N.R. - Numbers Increased

Whereas the total number of Senior Engineers, Engineers, and Assistant Engineers, borne on the Active List of the Royal Naval Reserve has reached the limit of 300 fixed by Your Majesty's Order in Council of the 8th February 1896 :

And whereas we are of opinion that this number should now be increased in order to provide for a larger number of Engineer Officers of the Royal Naval Reserve being available in the event of war or emergency.

We beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the total number of Engineer Officers on the Active list of the Royal Naval Reserve being increased from 300 to 400.

Whereas we have had under consideration the provisions of Your Majesty's Orders in Council of the Sixteenth day of July 1895, and the Sixth day of March 1896, relating to the number of Executive Officers on the Active List of Your Majesty's Navy;

And whereas we are of opinion that in order to meet the increased requirements of Your Majesty's Fleet, and in view of the large prospective increase thereof, it has again become necessary to gradually increase the Active List of Your Majesty's Fleet.

We beg leave therefore to recommend that Your Majesty will be graciously pleased by Your Order in Council to give effect to the following provisions : -

That the future numbers of the under-mentioned ranks upon the Active List shall be as follow, viz. : -

Whereas we have had under our consideration the provisions of Your Majesty's Orders in Council of the 18th May 1897, 14th August 1896, and 3rd August 1897, relative to the numbers of Engineer Officers, Medical Officers and Chaplains, and Naval Instructors, respectively authorised to be borne on the Active List of Your Majesty's Fleet :

And whereas we are of opinion that it has now become necessary, in view of the greater requirements of, and the large prospective augmentation of Your Majesty's Fleet, to gradually increase the numbers. of these Officers :

We therefore beg leave humbly to submit that Your Majesty will be graciously pleased by Your Order in Council to approve of the following proposals for the numbers on the Active Lists and the rate of increase of such lists, viz. : -

Engineer Officers.

That the numbers shall be :-

Numbers of Inspectors-General and Deputy-Inspectors-General of Hospitals increased to 19

Whereas by Your Majesty's Order in Council of 1st April 1881 the numbers of Medical Officers in Your Majesty's Navy of the ranks of Inspector General and Deputy Inspector General were fixed as follows, viz. : -

4 Inspectors General,
12 Deputy Inspectors General.

And whereas we consider it desirable, in consequence of the increase in Your Majesty's Navy, and the growth of the Naval Medical Establishments to add to the existing number of Inspectors General and Deputy Inspectors General, from which a selection can be made of suitable Officers to fill appointments at the various Medical Establishments, and also, in order to afford greater facilities of selection, to modify the restrictions contained in paragraph 2 of the above mentioned Order in Council.

Now, therefore, we beg to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the numbers of Inspectors General and Deputy Inspectors General being increased to 19, of whom not more than five may be Inspectors General ; and that the conditions of promotion to the rank of Inspector General shall be as follows, and shall be applicable to present and future Deputy Inspectors General ; viz. : -

"An Inspector General of Hospitals and Fleets to be selected from amongst Deputy Inspectors General who have in that rank three years Full Pay Service and who have not at any time declined Foreign Service except for reasons which The Lords Commissioners of the Admiralty regard as good and sufficient."

Increase in the Numbers of Accountant Officers in the Royal Navy

Whereas by Your Majesty's Order in Council of the 3rd February, 1898, the list of Accountant Officers of Your Majesty's Navy (including Secretaries) was fixed at 240 Fleet Paymaster, Staff- Paymasters, and Paymasters; and 310 Assistant Pay-masters, Clerks, and Assistant Clerks :

And whereas we are of opinion that an increase of the numbers is necessary to meet the present and future requirements of Your Majesty's Fleet. We beg leave to recommend the following arrangements for Your Majesty's approval : -

1. That the numbers of Accountant Officers (including Secretaries) be as follows : -

Fleet Paymasters, Staff Paymasters, and Paymasters 250

Assistant Paymasters and Clerks 300

2. That entries in the rank of Assistant Clerk be regulated in such a manner as we may consider desirable, in view of the increase recommended in the Senior ranks.

Whereas by Her late Majesty's Order in Council bearing date the twenty-ninth day of June 1900, the number of Engineer Officers of Your Majesty's Fleet was fixed at 1 ,058.

And whereas we are of opinion that owing to the growth of Your Majesty's Fleet it is necessary to make provision for an immediate increase to the list of Engineer Officers.

We beg leave therefore to recommend that Your Majesty will be graciously pleased by Your Order in Council to authorise us to increase the list of Engineer Officers from 1,058 to 1,138 by the addition of -

Whereas by Your Majesty's Order in Council of the twenty-fifth day of March 1901, the number of Engineer Officers of Your Majesty's Fleet was fixed at one thousand one hundred and thirty-eight :

And whereas we are of opinion that, in view of the expansion of Your Majesty's Fleet during the next five years, the number of Engineer Officers should be raised to a total of one thousand five hundred and six during that period :

We therefore beg leave to recommend that Your Majesty will be graciously pleased by Your Order in Council to authorise us to increase the List of Engineer Officers from one thousand one hundred and thirty-eight, to one thousand five hundred and six, by the addition of three hundred and sixty-eight Engineer Officers as follows : -

Whereas by Her late Majesty's Order in Council, dated the second day of February, 1899, the number of Chaplains and Naval Instructors authorized to be borne on the Active List of Your Majesty's Navy was fixed at:-

And whereas we consider it desirable that these numbers should be augmented in order to meet the continued increase in Your Majesty's Fleet.

We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to increase the list of Chaplains and Naval Instructors to the following numbers: -

Whereas by Her late Majesty's Order in Council bearing date the twenty-ninth November 1898, the number of Chief Carpenters and Carpenters of Your Majesty's Fleet was fixed at two hundred and sixty.

And whereas we are of opinion that, in view of the expansion of Your Majesty's Fleet during the next three years, this number should be raised to a total of three hundred during that period.

We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us to increase the list of Chief Carpenters and Carpenters, as follows : �

Whereas by an Order in Council of Her late Majesty bearing date the Eighth February 1896, the number of Lieutenants, Sub-lieutenants, and Midshipmen of Your Majesty's Royal Naval Reserve was fixed at 1,500:

And whereas we are of opinion that it is necessary to increase this number, in order to meet the immediate requirements of Your Majesty's Fleet :

We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the increase of the number of Lieutenants, Sub-lieutenants, and Midshipmen of the Royal Naval Reserve from 1,500 to 1,550 from the first April 1903.

Admiralty Order in Council No. 55.

Executive List � New regulations introduced in order to accelerate the flow of promotion to the higher ranks and to increase the establishment.
Numbers of Flag Officers increased

Whereas we have had under consideration the present conditions of service of Officers of the various ranks of the Military Branch of Your Majesty's Navy, with particular reference to the ages at which the Officers come upon the several lists.

And whereas we are of opinion that it is in the interests of Your Majesty's Naval Service that the flow of promotion to the higher ranks should be accelerated in order that Officers may reach the rank of Flag Officer at an earlier age than at present.

And whereas we considered that it is necessary to make certain additions to the authorised establishment of Flag Officers, and also to accelerate the periodical increases at present being made in the numbers of Officers under previous Orders in Council.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals : �

  1. Non-Service Retirement.
  2. That a reduction shall be made in the period of non-service which entails compulsory retirement in the ranks of Flag Officer, Captain, Commander, and Lieutenant, and that the following rules be laid down : �

    Admirals, � To be retired so soon as five years have elapsed since their last "Service" as Flag Officers.

    Vice-Admirals. � To be retired so soon as five years have elapsed since their last "Service " as Flag Officer, or on promotion to the rank of Admiral if they have not served as Vice- Admiral.

    Rear-Admirals. � To be retired so soon as three and a half years have elapsed since their last "Service" as Rear-Admiral, or if they have not served as Rear-Admiral, so soon as three and a half years have elapsed since their promotion to Rear-Admiral or when five years have elapsed since their last "Service" as Captain.

    Flag Officers generally. � Any Flag Officer whose Flag has not been hoisted during a period of seven years to be retired at the expiration of such period.

    Captain. � To be retired so soon as three years have elapsed since their last "Service" as Captain, or, if they have not served as Captain, so soon as three years have elapsed since their promotion to that rank.

    Commanders and Lieutenants. � To be retired so soon as three years have elapsed since their last "Service" in their existing rank, or if they have not served in their existing rank so soon as three years have elapsed since the date of their promotion.

  3. Optional Retirement.
  4. That Flag Officers, Captains, and Commanders shall be allowed to retire at any age, at the discretion of the Admiralty, with retired pay as provided by the Regulations.

  5. Retired Pay of Captains.
  6. That the scale of retired pay for Captains according to age and service shall be revised in the following manner : �

    Officers who are retired at the age of 51 years or over to receive an addition to their retired pay for every full year's service (within a maximum of five years) in excess of the periods specified in the existing scale at the rate of Fifteen Pounds a year instead of Ten Pounds a year as at present.

    No Captain to be allowed to receive any addition to his retired pay on account of a Good Service Pension held by him upon retirement except in cases of retirement for ill-health caused by the Service. In such cases Officers to receive at our discretion an addition ranging from a minimum of Fifty Pounds to a maximum of One Hundred and Fifty Pounds, the increase over the minimum to be at the rate of Fifteen Pounds for each year's service in excess of 20 years. In no case, however, is the retired pay of a Captain to exceed Six Hundred Pounds per annum.

    A Captain to be entitled to a minimum rate of retired pay of �425 a year provided that he is 45 years of age and that he has served as Captain for three years of which two must have been in command of a Ship of War at Sea

  7. Civil Employment.
  8. That "Civil Employment" as defined by existing Regulations, including service as Naval Attaché, shall be deemed to be service to prevent compulsory retirement.

  9. Shore Employment.
  10. That no Officer shall be allowed to hold an appointment or appointments that may be defined by us to be "Shore Employment" for more than five consecutive years, or, in the case of Members of the Board of Admiralty, for more than seven consecutive years, except under special circumstances which may in our opinion justify an extension of the appointment in particular cases.

    In calculating the period of employment ashore, time on Half Pay shall be included.

    Temporary employment in any capacity during Naval Manoeuvres shall not qualify an Officer for a further period of employment on shore.

  11. Number of Officers.

That the future establishment of Flag Officers upon the Active List shall be as follows :�

The increase over numbers authorised by existing regulations to be made by annual instalments and to be completed by the year 1907.

The present rate of increase in the Captains' and Commanders' lists shall be amended as follows : �

Captains. � An increase of 8 in each of the years 1903, 1904, and 1905, and of 7 in each of the two following years.

Commanders. � An increase of 9 in each year, commencing with the year 1903 until the authorised number is reached.

We further beg leave humbly to recommend that Your Majesty may be graciously pleased to direct that these rules may come into operation as follows : �

  1. The Regulations proposed in Section I. shall take effect only as regards Officers promoted to Flag rank or to the other ranks therein mentioned subsequently to the date of Your Majesty's Order in Council.
  2. The Regulations proposed in Sections II., III., IV., and V. shall take effect from the date of Your Majesty's Order in Council subject, as regards III., to the provision that the existing rights of Captains holding Good Service Pensions shall be maintained.
  3. The additions to the various lists of Officers proposed in Section VI. shall take effect as from the first July 1903.

We also beg leave humbly to recommend that the provisions of the following Orders in Council, so far as they are at variance with these proposals, may be repealed, viz. : �
