When the RNVR first formed in 1903 each division had a small permanent staff of RN personnel, this consisted of a Lt & an Armourer per division & 1 CPO Instructor per company. These were drawn from CPO or PO Gunners Mates (the latter being promoted & kitted out as CPOs on appointment) & were under the command of the Lt. This system ended with mobilization in 1914 & was not repeated when the RNVR was reconstituted after WW1.
