14. Young Father Gets Off In Theft Case
A young father was "given a challenge" to make good as he was placed on probation by U.S. District Judge George H. Boldt in federal court Friday while a second youth heard his probation revoked after failing to live "a decent and moral life". Given a chance to lead a good life as "husband and father" was Robert R. Downhour of 112 Marysville St., whose two 5-year sentences for embezzlement of government funds were suspended. In addition to "unreserved attention" to his three children to see they are reared properly, Downhour must make restitution of $2,616 which he took while employed as a civilian petty cash clerk at McChord Air Force Base. Downhour entered pleas of guilty to two counts of embezzlement by a grand jury in February.
Served in Korea
The defendant's background was described by his attorney, Robert Copeland, who said the youth used "poor judgement in a difficult situation". He called attention to Downhour's service record, noting he had found a job after release from the Navy only to be recalled to serve during the Korean fighting. Copeland helped secure a "hardship" release for him to return to work to support his wife and family. In pleading for leniency Copeland said Downhour will do the right thing was weakened because the attitude of superiors who were always urging him to purchase supplies over the amount officially authorized. In suspending sentence the court was in no way condoned, but was winning leniency because of his family.
Pledges Reform
Downhour said the judge's intent was clear to him and promised to abide by the decision to the best of his ability. Donald Justice, 23, of Youngstown, Ohio, recently discharged from the Army, ... (Tacoma Daily Ledger, April 26, 1954, p. 3)

17. Alert Lad Helps Dad Nab Suspect
The alertness of his 13-year-old son and help of a taximan stood a Tacoman in good stead yesterday afternoon in capturing a suspected car prowler. Robert R. Downhour, 1704 E. 46th St., has entered a restaurant at 11th and A Streets to reclaim some cleaning gear when his car, parked outside was pilfered by two men of a $120 vacuum cleaner. Robert Jr., watching from a window, witnessed the theft and alerted his dad who immediately pursued the men. One suspect fled as Downhour began scuffling with the man carrying the cleaner. A taximan, J. G. Hancock, 820 S. L. St., watching from his parked machine, ran to Downhour's assistance, aiding him in holding the suspect until police arrived. The suspect, Clarence J. Shupe, 44-year-old transient, was booked on charges of disorderly conduct and for possession of stolen property. He declined to identify the companion who fled.
