This regiment was in existence before the war and was composed of volunteer companies from Savannah. The regiment was mustered into Confederate service in May or June 1861. A portion of the unit was captured on the fall of Fort Pulaski. After an exchange of prisoners, the regiment was reorganized in October 1862 under the conscription act. Ten companies were assigned to the reorganized regiment by S.O. #542, HQ District of GA (October 1862). Because of incomplete records it is difficult to determine which companies composed the regiment before reorganization. At the reorganization of Johnston's Army, about 9 April 1865, the 1st (Olmstead's) Regiment Georgia Volunteer Infantry, the 57th Regiment Georgia Volunteer Infantry, and the 63rd Regiment Georgia Volunteer Infantry were consolidated to form the 1st (Consolidated) Regiment Georgia Volunteer Infantry.

This battalion was organized 25 June 1863 as a provost guard for the city of Atlanta, engaged in arresting deserters in north Georgia.  The battalion was disbanded by S.O. #147, A&IGO (24 June 1864), which directed that the men liable to conscription be turned over to the nearest enrolling officer, and those liable to enrollment in the reserve force be turned over to Maj. Gen. Howell Cobb, commanding reserves.

Although organizational activities appear to have been held to muster this regiment into service, it was never actually mustered into active service. However, some prisoners of war paroled at Greensboro, NC at the end of the war claimed to have been members of this unit. Governor Brown wrote to the Secretary of War in 1861 requesting that General Lee supply this regiment with arms, and order it to the Tennessee border (O.R. Series I, volume 52, part 2, pg. 209).

Although a card exists in the Compiled Service Records stating that Co. L of the 37th Regiment Georgia Volunteer Infantry was originally Capt. Thomas Williams' Company, there are no records for any men who werved in Co. L in the Compiled Service Records.
This regiment was formed by the consolidation of the 3rd Battalion Georgia Volunteer Infantry and the 17th Battalion Georgia Volunteer Infantry by S.O. #171, A&IG) (20 July 1863).  When the regiment was formed the officers wanted to call it the 1st Georgia Volunteers but Confederate officials in Richmond objected to this request and the designation was changed to the 37th Regiment Georgia Volunteer Infantry.
