   Catherine Scroggins, 64, an agent from the mid-1980s to the mid-1990s with Long & Foster real estate in Fairfax County, died of emphysema April 6 at Alexandria Inova Hospital. She lived in Fairfax City.
   
   Mrs. Scroggins, a native of Alliance, Ohio, had lived in the Washington area for 27 years.
   
   Her marriage to Donald Ray Scroggins ended in divorce.
   
   Survivors include four children, Shelly Latta and Travis Scroggins, both of Fairfax City, Donald Scroggins II of Kentucky and Christina Scroggins of Baltimore; and a half brother.
