    Cynthia (Scroggins) Irving, 37, the mother of three children, was found knifed to death on Dec. 15 near the food store at San Carlos Lake. The FBI is investigating her death.

    Graham County Sheriff Frank Hughes said his office has not been involved in the investigation, but was in- formed of the murder.

    "The girl was found down by the San Carlos Lake store. They said they had three people in custody," Hughes said.

    Mark Vining, manager of Bunker Family Funeral Homes-Caldwell Chapel, said, "We were told they (the FBI) were involved already. The death certificate says she was found near San Carlos Lake. She was found on Dec. 15."

    The death certificate, prepared by the forensic medical examiners at Maricopa County Medical Center, labeled her death as a "homicide" due to "stab wounds inflicted by others."

    The FBI has jurisdiction over murders committed on Indian tribal lands anywhere in America. FBI and Bureau of Indian Affairs agents frequently work together to investigate murders and suspicious deaths on tribal reservations.

    FBI media spokesperson Susan Herzkovitz said, "Yes, we are (investigating). We've got an ongoing investigation (of the Irving death). That's all I can comment on." She referred questions about people in custody to the San Carlos Tribal Police.

    A woman who answered the phone Tuesday at the San Carlos Police Department confirmed that suspects were in custody in the case. "They're here in the jail," she said,

    Bureau of Indian Affairs Special Agent Louis Mirand said the San Carlos BIA office is leading the investigation of the Irving death, in partnership with the U.S. Attorney's Office and the FBI.

    "We're investigating the case. Yes, there are three individuals in custody, one on a tribal warrant. We have people of interest in custody," he said. "There have been no federal charges filed at this time."

    Moran said the people in custody are "of interest" and the investigation needs to proceed further before it can be determined if federal charges need to be filed against anyone. He promised to release more information on the investigation once charges are filed.

    Irving, who was born Sept. 17, 1965, was a graduate of Safford High School. She was born in Safford but raised in San Diego, Vining said. Her parents, David and Winnie Scroggins, are Safford residents. She used to work for the Phelps Dodge Morenci smelter, according to Vining.

    She is survived by three children, Christina Scroggins of Coolidge, Ketrina Irving of Flagstaff and Saressa Irving of Flagstaff; five sisters and two brothers; and her parents. Memorial services were held Friday, Dec. 27. Vining said the family had requested cremation.3
