He is not recorded in Kelly's for 1896 at either the Norton Street or Lodge Road addresses: While Kelly's is often in error, the establishments have other proprietors, which suggests he actually was elsewhere. Where was he?
Said to have kept the Old Engine Public House in Park Road, which may possibly have been number 459 - an (undated) Street Directory shows the inhabitant of 459 Park Road to be a beer retailer, Joshua Bamber. Perhaps this is where William was in 1896.
