His early years were spent in Chicago and on a farm at Laona, Ill. In 1886 he went to Omaha, Neb., and there engaged in the sale of real estate and abstracting, with a fair degree of success. In 1891 he was elected county clerk of Douglas County, Neb., on a reform Republican ticket, and held that office for two terms, performing its duties in a most successful and satisfactory manner. Upon the expiration of his second term as County Clerk he was appointed Deputy City Comptroller of Omaha, serving one year, when he was elected the first tax commissioner of Omaha. This office he held three years, during which he installed an admirable system of assessment and taxation. In 1900 he was again appointed Deputy City Comptroller, which position he resigned before the close of the year to engage in life insurance as a special representative of the North Western National Life Insurance Co., of Minneapolis, Minn., being located for one year at Marshaltown, Iowa. In August, 1901, he was elected general secretary and treasurer of that company, and later became its vice-president
