TO: Western College Alumnae Service Award Committee:

I wish to nominate Ida Ruth Elzey Rawlings, Western College class of 1931, for Western's 2001 Service Award. Ruth is an amazing 90 year old, whose remarkable and continued accomplishments she attributes to her stimulating liberal arts education at "Western College for Women". She currently surfs the Internet on her Pentium computer, corresponding with people all over the world about her family history.

Her love for history began as a history major at Western and continued as a theme for her life as she participated in and made history throughout the last century. It is on this basis that I nominate her for Western's 2001 Service Award in the category of Professional Accomplishments. A synopsis of her accomplishments follows:

Ruth was born in 1910 in Hartford City Indiana. She entered Western when she was just barely 17, having skipped a grade in elementary school. She chose history as her major because "those who didn't understand history were doomed to repeat it".

Upon graduation in 1931 in the height of the depression, she returned to Hartford City to teach high school history, where she taught for 11 years. She was a demanding and dramatic instructor, well loved by her students as you can see from the attached poem written by Leata James, entitled "Miss Elzey".

Ruth, however, was not content with just teaching. She saved her money each year for an educational experience of some kind, often in the form of a trip, which she took almost every summer. In the summer(s) of:
* 1931, she drove west with her family to Idaho, over many gravel roads
* 1932, she went to a dude ranch in Bozeman Montana
* 1933, she took a bus tour of the West sponsored by the University of Oklahoma with 150 other school teachers, touring from Texas to Washington State
* 1934, she took sailed first class on a 90day around the world tour aboard the SS President Monroe and the SS President Coolidge. She left from Los Angeles, sailed to Hawaii, Manila, Singapore, Hong Kong, Bombay, Egypt where she went through the pyramids and rode a camel, and back to New York City
* 1935, she went abroad to study at the University of Cambridge, England
* 1936, she again drove to Idaho
* 1937, 1938, 1939 and 1942 she studied and earned her Masters Degree in history and education from Teachers College, Columbia University, New York City
* 1940, she sailed the Inland Passage to Alaska with a University of Washington tour

Each year she returned to Hartford City, sharing her travels as educational experiences for her high school students, until 1943, when with our country at war, she joined the Women's Army Corp (WAC). Her goal was to serve in Europe. Ruth progressed quickly from boot camp to officer's school as a second lieutenant and served as Assistant WAC Director for the 7th Service Command. In 1944, she was chosen as one of 100 women and 600 men to attend Command & General Staff School at Fort Leavenworth Kansas. She completed C&GS School 6th in that class (see clipping and diploma).

In July, 1945 she realized her dream when she was sent to the 9th Air Force Headquarters in Occupied Germany as a member of the General's staff, the first woman to hold that position in the European US Air Force. She had many interesting experiences, including one as a diplomatic courier who foiled an attempted hi-jacking of her diplomatic pouch carrying who-knows-what secrets!

Four months later, she again achieved a first when she was assigned as a Captain and the first woman in the Department of Education of Military Government Occupied Germany in Gross Hessen. Ruth's job was to lead the re-establishment of the German High Schools in a democratic forum in one third of the US Zone. She successfully instituted student government that Hitler destroyed in 1933 by establishing the Hitler youth organizations.

Shortly after returning from Germany, Ruth was chosen Queen-For-A-Day.

Her wish was to provide books to the German Schools. She then served as Assistant Dean of Women at Northwestern University, Evanston, Illinois and studied at the Thunderbird School of International Management (see clipping). On August 23, 1949, she married William Eber Rawlings of Billings, Montana, and resided there until they moved to Ephrata, Washington.

Ruth supported her husband in his career as Project Manager of Grand Coulee Dam and the 500,000-acre Columbia Basin Irrigation Project, US Bureau of Reclamation. She entertained many foreign visitors, including the President of Brazil and his wife. She established the "Ephrata International Friends" program to host these many foreign visitors who came to see Grand Coulee
Dam. After Bill died, she started the "Lunch for Seniors" program in which seniors could get a low cost lunch at the junior high school after the kids finished their lunch, which led to the establishment of the Ephrata Senior Center.

Ruth taught at Big Bend Community College, Moses Lake, Washington and was a counselor for a group of high school students during a 6-week tour of Europe. She served on many Boards of Directors, including YWCA, American Field Service, CampFire Girls and the School Board. She is a life member of Eastern Star, and a member of Daughters of the American Revolution, Colonial Dames 17th Century, and Grant and Blackford Counties Historical Societies. She attended many Elderhostels, and learned the computer at age 78.

Ruth has continued to study, learn and contribute throughout her life. And remember, she accomplished many of her successes at a time when these things "just weren't done" by women. Her remarkable and interesting life is a tribute to the tradition, spirit and stimulating liberal arts education she received at Western; and is well deserving of the Honor of your 2001 Professional Accomplishments Service Award.

And I, as her daughter, am very, very proud of her and her outstanding accomplishments. I hope you will enjoy the clippings and pictures I have enclosed. . . . thank you for your consideration.

Ida Ruth Elzey Rawlings, 95, of Richland, died May 6 at the Tri-Cities Chaplaincy Hospice House in Kennewick.
She was born in Hartford City, Ind. and lived in the Tri-Cities since 1999. She was a retired teacher.

On May 6, 2005, Ida Ruth Elzey Rawlings, 95, rejoined Jesus Christ and her beloved husband, William Eber Rawlings and parent, Ira William and Maude Roberts Elzey in Heaven.

Ruth was born April 27, 1910, in Hartford City, Indiana.

She received her BA in history from Western College for Women, Oxford, Ohio, in 1931 and her MA in education from Columbia University in New York City in 1942.

She taught history at Hartford City Senior High School for 11 years until she joined the Women's Army Corps during WWII in December 1943. She graduated from Command and General Staff War School at Ft. Leavenworth, Kansas, and served as Assistant WAC Staff Director for the 7th Service Command.

At the close of WWII, Ruth was promoted to captain, and was the first woman in the Department of Education of Military Government Occupied Germany in Gross Hessen.

She led the re-establishment of the German high schools under democratic principles, including the development of a democratic student government that Hitler had destroyed in 1933 by establishing the autocratic Hitler youth organizations.

After returning to civilian life, and by requesting books for the German schools, Ruth was chosen Queen for a Day. Later, she became a Charter Member of the Women in Military Service Memorial Foundation in Washington, D.C.

She then taught and served as Assistant Dean of Women at Northwestern University, Evanston Illinois.

On August 23, 1949 in Moran Wyoming, she married Bill Rawlings of Billings, Montana, and resided there until they moved to Ephrata in 1960, where Bill was the Project Manager of Grand Coulee Dam and the vast Columbia Basin Irrigation Project until his retirement in 1970. She moved to Richland in 1999.

Ruth was a life member of the Methodist Church and Eastern Star, and active member of the Grant County and Blackford County Historical Societies, Daughters of the American Revolution and the Colonial Dames of the 17th Century.

She proactively served her community on the Board of Directors for Camp Fire and YWCA in Billings where she created interactive learning programs for mothers and children, and in Ephrata where she created the Senior Lunch Program that became the Ephrata Senior Center.

Ruth traveled extensively around the world and did historical research at over 35 Elderhostels, continuing her lifelong love of learning. Her deep and abiding interest was the historical research of her many great-grandparents and writing of their historic lives.

A service will be held 1 p.m. Saturday, May 14, 2005, at Einan's Funeral Home, Richland.

In lieu of flowers, the family requests contributions be made to Hospice or the Veteran's Memorial in Columbia Park.

Ruth, we love you and will miss your vivacious love of life. But death is only a horizon, the limit of our earthly sight; for life is eternal and love is immortal. Enjoy your fabulous journey!
