John Payne was born circa 1735. He married Mary Winston Coles. John Payne was migration in 1769 at Hanover Co., Virginia; John Payne moved his family from Guilford Co., North Carolina to Hanover Co., Virginia where he bought "Scotchtown", the former home of Patrick Henry.

In 1782 he freed his slaves after Virginia made manumission legal. And he then moved to Philadelphia.
