Notes of John Travis, contemporary historian:

The Owler Carr Mill below Cloughfoot was built and furnished with engine, boiler and shafting for looms about 1846 by Mr. William Clegg, who had previously been a loom jobber at Gorpley Mill for Messrs. Ormerod Bros. The business was carried on by him until his death, and afterwards by his son John up to about the year 1880. The mill and fixed plant was later sold as a freehold to Mr. Smith Starkie who changed the place into a heald and reed manufactory.
