"..admitted to Gray's Inn in 1678, and later became a leading London attorney, a prominent Tory, and for a time lord chancellor of Ireland. In the 1690s he also served as a London agent for Massachusetts, a post he received through his second cousin, Sir William Phips.
The connection between William Phips and the Robert Phips family is established by a letter written in 1693 by Sir Henry Ashurst, who was well acquanted with both Sir William Phips and Constantine Phips. Constantine, Ashurst mentioned, was Sir William's 'Coszen'." (The New England Knight)
"Hardly any of the early Chancellors of Ireland who rose above the common level or followed an independent course, escaped an impeachment or a vote of censure by one or other of the two Houses; and Sir Constantine Phipps (the ancestor of the Marquis of Normanby) must be considered fortunate in finding his case, when prejudged by the Commons, warmly taken up by the Lords. The charge against him was the common and popular one of having injured the Protestant interest by undue liberality towards the Papists, and he had given great offence by refusing to join in a procession for celebrating an anniversity held in high honour by the Orangemen.  An address to the Queen for his removal was carried in the Lower House on December 13, 1713 which was met and counteracted by addresses of a diametrically opposed tendency from the Upper House and the Convocation.  The Lords also directed the prosecution of one of his assailants for saying that "the Lord Chancellor was a canary bird, a villain, and had set this country by the ears, and ought to be hanged."  He was the friend of Prior and the correspondent of Swift, who, in a  letter to Dr. King, relating to the rival addresses dwells on the inexpediency of giving a triumph to either party. That the assailants obtained none, is patent from the facts that Phipps held his ground till the accession of George I, when a general change of Government took place, and, ceasing to be Lord Chancellor, he resumed his practice at the English Bar, where (we are told) he was much employed by Jacobites and Tories - a fact which goes far to justify the instinctive antipathy of the Irish Williamites."  (Lives of the Lord Chancellors of Ireland)  KATHERINE SAWYER: Burial: November 06, 172857,58

Rev. Pownall William Phipps, Curate at St. Hon's Church, Hove. He was an ardent oarsman and with four college friends in 1856 undertook a thousand mile voyage in a four oared gig in France, Germany and Switzerland, while in one year he held the University Challenge Oar, four
silver cups, and two medals for rowing, and was in the crews which won the Wyfold Cups. Such strenuous exertion at his early time of life involved too great a strain on his physical resources, and when just before leaving Oxford he was offered a commission in the Indian Army he was reluctantly precluded from accepting it by the condition of his health, and in 1858, he became clerk in the Admiralty. His duties in Whitehall, though a most valuable training in habits of organization, were not entirely congenial to him, and in the following year when he became engaged to Miss Elizabeth Risley, a Buckinghamshire lady, and a sister of one of his college friends, he resigned a post which he found somewhat monotonous.
After some consultation with his former Head-Master, Dr. Tait, then Bishop of London, and perhaps in some measure influenced by his
godfather, the Rev. William Russell, Vicar of ?Shepperton, he decided to be ordained.
Mr. Phipps first viracy was in a pleasant spot among friends on the banks of the Tahmes at Shepperton, and lasted from 1859-1861
