     William James Waugh was born on 16 June 1882 at Philadelphia, Philadelphia Co, Pennsylvania.2,1 He was the son of Samuel Waugh and Sarah Margaret Bigham. William James Waugh married Mary Alice Tibbert, daughter of Charles Stephen Tibbert and Catherine Cicelia Sinnott, on 14 September 1916 at Natick, Middlesex Co, Massachusetts; William, 32, was a cook and Mary Alice, 27, was a machine operator. It was a first marriage for both.3 William James Waugh died on 16 February 1946 at Framingham, Middlesex Co, Massachusetts, at age 63; death certificate, Framingham, MA VR. He was buried at Edgell Grove Cemetery, Framingham, Middlesex Co, Massachusetts.
     He appeared on the census of 4 June 1900 at Walnut Street, Clinton, Worcester Co, Massachusetts; William and his father, Samuel, were living as lodgers in Clinton with the Godfrey family.4 He appeared on the census of 26 May 1910 at Capen Street, Framingham, Middlesex Co, Massachusetts; William was living with his aunt and uncle, Sarah and Tom Shillieday.5 On 12 September 1918, William Waugh registered for the WWI draft at Framingham, giving his occupation as a carpenter, employed by R.H. Long of Framingham. He wrote that he was of medium build and height, with grey eyes and brown hair. He listed his wife Mary Alice Waugh, and their residence as 56 Cedar Street, Framingham.1 He appeared on the census of 9 January 1920 at 2 Cedar Place, Framingham, Middlesex Co, Massachusetts; William J. Waugh, aged 37, born Pennsylvania, was employed as a cook. His wife Alice, was aged 30, born Massachusetts.6 Real estate records for 1926 show that William J. and Mary A. Waugh were residing at 246 Grant Street in Framingham, MA. They had a house valued at $3000, garage $100, land 6250 ft $400, personal $0. Total real estate valued at $3500. He appeared on the census of 14 April 1930 at 246 Grant Street, Framingham, Middlesex Co, Massachusetts; William J. Waugh, 48, wife Alice 41, were living with their children William Jr, 9, Marjorie 5, Leonard 3 10/12. William was aged 34 and Alice was 27 when they married. He was the proprietor of a pool room. His parents were both born Northern Ireland, and Alice's were listed as Canada- English.7 On 26 April 1942, William James registered for the draft in Framingham. He was retired, aged 59 years, with an "asthma cough". He was 5' 51/2" and weighed 118 lbs.8
