Minerva Louisa Mandigo was born on 24 February 1844 at Philipsburg, Missisquoi Co, Quebec. She was the daughter of Phillip W. Mandigo and Harriet Eliza Stevens. Minerva Louisa Mandigo was baptized on 15 June 1852 at St Armand, Missisquoi Co, Quebec; St Armand Methodist Church. She married Oscar L. Perham on 21 September 1899 at Vermont.1
