Virgil Clifford Wagoner (Jr.) is the son of Virgil Clifford Wagoner (Sr.) and Rose Evelyn Thompson. Cliff, as he is known, was born on Christmas day, 25 December 1933, in Edmond, Norton, Kansas. He died 5 January 1985 at age 51 in Stuttgart, Stuttgart, Baden-Württemberg, Germany.

On 29 May 1960, he married Eleanor Margaret Early in Greeley, Weld, Colorado. She is the daughter of Elisha Eugene Early and Margaret Grobe Fenton. She was born in 1938.
