Jessie Hoar Scott is the son of Isaac Peleg Scott and Alice Bertha Honaker. He was born 24 September 1893 in Sinks Grove, Monroe, West Virginia. He died 11 February 1962 at age 68 in Charlottesville, Albemarle, Virginia. He was buried at Greenbrier Memorial Gardens, Lewisburg, West Virginia.

He was age 42 when he married Lula Anne Mottesheard, who was age 23, in Alvon, Greenbrier, West Virginia, on 20 June 1936. She is the daughter of Daniel M. Mottesheard and Edna Clark. She was born about 1913 in Monroe county, West Virginia.
