Richard Scott Walker is the son of Norma Jean Scott and Harry Lee Walker (Sr.). He was born 4 March 1955. He died 27 June 1997 at age 42 in Union, Monroe, West Virginia. He is buried at Green Hill Cemetery, Monroe, West Virginia.

On 5 August 1977, at age 22, he married Carolyn Brown, who was age 20. She was born in 1957.
