Joe Mikal Outcalt is the son of Franklin Eugene Outcalt and Catherine Lucille Brown. Mikal, as he is known, was born in 1935 in Ohio.

In 1958, he married Rae Ellen Dauber in Ohio. She is the daughter of Ray Eugene Dauber and Martha Louise Bender. She was born in 1937 in Ohio.
