To Dualize Station
MoPac Plans Kindle Fire of Protest Here, Hermann

The Missouri Pacific Railroad Company's plan of dualizing its station at Hermann with the one here by the use of one agent to operate both has met with some stiff resistance from the industries and civic organizations of the two cities concerned.

Letters of protest were sent to Missouri Pacific and to the Public Service Commission during the past week and by Tuesday, the latter had replied assuring that there would be a hearing on the matter.

Industries, commercial trade businesses and civic organizations in both Hermann and New Haven went on record in opposing the dualization.

Hawthorn Opposition
The Hawthorn Company here was most vociferous in expressing its opposition to the proposed move. Monday, Mr. G. T. Graham, superintendent of the Eastern Division of the Missouri Pacific, conferred with Hawthorn officials in trying to show justification of his company's plans.

According to Hawthorn officials, Graham cited that a time study had been made of the Hermann and New Haven stations and as an economical move, the railroad thought that both operations could be handled by one agent.

Dual Plan
The MoPac superintendent had posted a bulletin at the local depot on April 30 which stated that the dualization would become effective June 3. As per the bulletin, the agent's hours at Hermann would be from 8:30 a.m. to 9:30 a.m. and from 3.35 p.m. to 5:30 p.m. and at New Haven, the agent's hours would be from 9:55 a.m. to 3:10 p.m.

This means that the depot agent would begin his hours at Hermann, commute to New Haven and then back again to Hermann to finish his schedule there. It was pointed out that the agent would almost have to live in Hermann or he would have to make extra trips.

Hawthorn officials wrote to various MoPac executives, mostly those in the freight and traffic departments, expressing their disapproval of the proposal. They (Hawthorn) said that they fell that dualization would greatly hamper incoming freight service.

Legal Council
At the hearing before the Public Service Commission. Hawthorn plans to have legal counsel representing them. In their reply to the Hawthorn Company, the Public Service Commission advised that city officials should be on hand also.

The Lions Club and Junior Chamber of Commerce from here have gone on record in opposing the move, and it is expected that the Chamber of Commerce will follow suit at their next meeting. What stand the city officials will take is not known, but in all probability, they too, will oppose the dualization move.

Hermann Actions
Hermann has already appointed legal council to voice their protests. Randolph Puchta, Hermann's city attorney, told the Leader that organizations in Hermann are making every effort to block the move. He said their reasons are three fold:

1.     The City of Hermann would not be able to participate in the governor's program of obtaining industries in Missouri because it is a prime requisite that adequate rail service be available.

2.     Freight service would be greatly curtailed, especially in the line of feeds and fertilizers.

3.     Passenger fares and telegraph service would be limited to a point of being almost unavailable.
"I can't understand their (Missouri Pacific's) actions regarding this matter," said the Hermann lawyer. "Here they are complaining about dwindling profits when it would seem that they would want to improve, rather than impair their services in order to make more money. Surely they will lose on this venture if it is allowed to be carried through."

Mr. Puchta informed the Leader that the M.F.A. will have legal counsel at the hearing also. Both M. F. A. Co-ops - the one at Hermann and the one here - feel that they will be effected if MoPac's plans materialize.

Bill Herrell's Status
Most of the plants in the area have shown definite concern over the status of the New Haven agent, Bill Herrell. The agent at Hermann. H. W. Begeman, has the most seniority on the line and could exercise it in qualifying for the agent under the dual set-up. Mr Begemann is 68 years old though and might retire. At least the MoPac superintendent G. T Graham thought he would. According to one Hawthorn official, Graham had told them that in all probability, Bill Herrell would remain as the agent to administer the dual duties.
Seth Slocum, Jr., who handles a lot of the shipping details at Hawthorn said, "We would go to common carrier on incoming freight if we find that there would be unnecessary delays under the dual set-up. Right now we receive over five-million pounds of freight per year via rail."

Slocum continued. "What this operation entails is this: The 'local' comes in at sometime between 10 and 2 o'clock during the day and at 5 p.m. or after. Prior to its arrival, we have to notify the Missouri Pacific on the release of any car or tell them where to spot a car. In turn, Missouri Pacific notifies us on any incoming cars. Sometimes we are in contact with the agent here at New Haven five or six times a day. Bill Herrell, the agent puts out tracers to see where a particular rail car is since this information is vital to our scheduling operations. Bill has been most co-operative in relaying this data to us and we feel that there will be a curtailment in the service he has thus far afforded us if Missouri Pacific's proposal goes through."

Gene Menke of Hawthorn reiterated on the same line: ''Bill Herrell has been the most efficient agent New Haven has had since I can remember. We can't afford to lose the type of service he has given us."

Arno Konesko of Langenberg Hat Company said, "We always want to lay our cards on the table when a matter such as this comes up. We too feel that Bill Herrell has been performing his duties at New Haven station in a most efficient manner. His co-operation has been outstanding ... In the past few years we have switched from rail shipping to truck because the railroad has deleted a number of their stoping points. So I really couldn't say if the proposed switch they (Mo-Pac) have in mind would hurt us. If it would, we would go to trucks. But I oppose the plan from the standpoint of the possibility of losing Bill Herrell."

Frank Eggers of Cemar, Inc., told the Leader that he didn't think the move would hurt them, but he would like to see the New Haven agent, Bill Herrell stay.

When the case comes before the Public Service Commission, it looks like a lot of opponents of Missouri Pacific's plan will be heard.28
