Excerpt - History of the Eighth Illinois U.S. Volunteers - 1899

Col. Theodore Roosevelt, his rough riders the 1st Volunteer Calvary and
the negro troops known as the 'buffalo soldiers' from the 8th and 9th Cavalry
and the 24th and 25th Infantry Regiments overtook San Juan Hill on 7-1-1898.
By 7-16-1898, Spain signed an article of surrender and the rough riders and
the buffalo soldiers returned home on 8-6-1898.

The 8th Illinois Infantry arrived in San Luis, Cuba on 8-15-1898 replacing the
1st Illinois. Their orders were to provide garrison duty, keep order and civility, manage the Spaniard prisoners and assist and instruct in the formation of a municipal government. The experiment was now underway, to prove to the naysayers that negro officers could command their own race.
