William Penn Hall was born in 1862 in Pea Ridge, Benton County, Arkansas. He was a country Baptist preacher, ordained to preach by Pilgrims Rest Baptist Church in Mansfield, Arkansas which was the church he and his family attended. At one time he was the pastor of 3 separate churches at the same time which were scattered over a wide area. Using a horse and buggy for transportation, he would leave on Saturday to travel to the church he would preach at that week. Pay was sometimes in the form of a chicken or goods to take back home. The churches he pastored were in the old Buckner Baptist Association of Scott County, Arkansas.

To all whom it may concern this certifies that William P. Hall was called to ordination by this Church with a unanimous vote of the same. Eld. R. F. Claborn and L.B. Blackburn having been called as a presbytery and with said Church September 27th 1891 after due examination of the candidate in relation to his Christian experience, his call to the ministry and views of doctrine, the presbytery heartily agreed to proceed to ordination which was done by laying on of the hands of the presbytery and prayer and now Brother William P. Hall is invested with full functions of the Gospel ministry and is duly authorized to administer all the ordinances of Gods house as well as to preach the Gospel whenever his lot may be cast. The presbytery cordially _______ to Baptist Brotherhood and expecially to the ministry as a worthy and dedicated minister of Jesus Christ.
