Premier agent diplomatique (ministre résident) de la Belgique indépendante à
Washington. Il arriva dans cette ville en juin 1832 ( on North America, arrival
in New York May 28, 1832) et résida aux E. U.
jusqu'en 1837. Il négocia un traité entre la Belgique et les U.S.A. et
établit les bases des rapports officiels entre les deux pays.
